Action on the Social Determinants of Health and the Renewal of Primary Health Care: New Opportunities for Health Promotion
Objective
- To consider the new opportunities for implementing health promotion provided by the momentum for action on the social determinants of health and the renewal of primary health care and how health promotion is a necessary constituent strategy to both of these movements
- To update participants on new developments at WHO and country partners with respect to primary health care and social determinants of health, including the ongoing work on social participation
- To have a frank discussion on the commonalities, tensions and synergies between the discourses of health promotion, social determinants of health and primary health care, particularly focused on the implementation of action towards health equity and sustainable development.
- To apply these considerations to the epidemic of non-communicable diseases in the context of inequity, the global development agenda and challenges to the health system.
Key messages / key questions
- Health promotion shares a common value base with primary health care and acting on the social determinants of health
- A renewed primary health care aimed at health equity requires health care services to engage with health promotion and the social determinants of health
- The actions required by the twin resolutions on primary health care and social determinants of health are not feasible without a strengthened focus on health promotion
- How do these three discourses best come together, overcoming any tensions, to enable a coherent and effective approach to reduce health inequities?
- What are the key obstacles to implementing such a coherent approach and how do these differ according to country context?
- How can health promotion contribute to repositioning social participation at the heart of work on primary health care and addressing social determinants of health?
