M. Enric Llorca Ibáñez was born in Barcelona on the 6th of May 1954.

From 1982 to 1986, he worked as a rural doctor and has been a general practitioner since 1987.

From 1990 to 1993, he held the post of Medical Director at Igualada Regional Hospital.

His academic and professional qualifications comprise:
  • Degree in Medicine from the UAB (1980) with merits - grade "excellent";
  • Diploma in Health from the Institute of Health Studies;
  • Diploma in Health Economics and Management of Health Services from the Economics faculty of the University of Barcelona;
  • Diploma in Management of Public Administration from the School of Public Administration of the Generalitat of Catalonia;
  • Expert in health care quality;
  • Founder of the PhD programme in Political Science at Pompeu Fabra University;
  • Specialist in family and community medical care.
He has been the mayor of Sant Andreu de la Barca since 1995.

He belongs to several organisations of the Barcelona Metropolitan Government and, since early 2005, has been chairman of the advisory board to the Spanish Healthy Cities Network.
